The Director Campus of Open Learning is appointed by the Executive Council on the recommendation of the Vice Chancellor and exercises such powers and performs such duties in respect of the Campus of Open Learning as are assigned by the Vice Chancellor.

Dr. Chandra Shekhar Dubey is currently Director, Campus of Open Learning, University of Delhi with 400,000 students in School of Open Learning and Campus of Open Learning along with various international Pan-African and UKERI projects under its ambitHe is also Dean, Faculty of Science, University of Delhi; Chairman, Delhi University Sports Council as well as Professor and Head of the Centre for Advanced Studies in the Department of Geology, University of Delhi. He did his post graduation (1978-79), M.Phil (1982) and PhD (1993-94) from University of Delhi, Delhi. He joined Department of Geology, University of Delhi in 1982 as a Lecturer and since then he has served the department in many ways by continuous teaching, research and research guidance. His area of specialization is Himalayan Geology, Environmental Geology (RS and GIS)/Neotectonic Studies/Earthquake Engineering etc. He has published many papers in esteemed national and international journals such as EPSL, GSAB, Journal of Hydrology, JAES, Current Science, Natural Hazards etc. In the last five years he has more than 25 research papers having more than 200 citations. He is presently Editor-in-Chief of International Journal of Advanced Earth and Environment Sciences and former Editor, International Journal of Geology and Mining Researchand has reviewed various research papers in International Environmental Journals e.g. EMAS, HAZMAT, BECT, ENGE etc. He was a visiting Professor in University of Grenoble, France in 2007 and 2009, where he coordinated in signing of an MOU between University of Grenoble and Department of Geology, University of Delhi for future collaboration work in Himalayan Studies. He has been awarded fellowships under prestigious National Science Foundation (USA)-Department of Science and Technology (INDIA) i.e. NSF-DST Fellowship (2004-2006), B. P. Koirala India-Nepal Fellowship (1995-97). He was awarded Vigyan Sangrakshak award by Delhi University Science Society. He has scientific projects of more than Rs. One Crore on Seismicity of NCR, Himalayan studies (Garhwal and Arunachal Pradesh), (DST), Studies on Arsenic problem (UGC) and Alkali-Aggregate reaction (MOWR).

The initiation of student friendly ICT processes in School of Open Learning with able administrators and ICT team since 2014 has helped us to switch over progressively to almost complete online admission/examination deliverables in 2015-16 i.e. 350,000 students have been admitted or submitted their examination fee online. The student can now be admitted in less than 7 minutes and gets his receipt, identity and admit cards, mark sheets and provisional certificates with bar/QR code simultaneously. 


The introduction of Study Centre’s for PCP classes has helped for betterment of students/Teacher ratio in a class room and an increase in overall pass percentage from 43% to approximately 53% in 2014-15 and 2015-16 while utilizing state of art teaching and learning resources of our University colleges.


The concept of Flipped Class room technology is being introduced from 2016 in School of Open Learning by preparing Video and Audio recorded lectures paving the way for future generation teaching and learning process, beyond the boundaries of a conventional classroom and moving towards Global pedagogical methods.


The new approaches to delivery modes, such as online open access of our study material, the use of technology to support flexible learning model allowing learners to learn at a distance, experience enriched methods of Blended Learning/delivery methods and bringing parity in quality of education with regular students has raised the quality of students joining School of Open learning since 2014-15 i.e. more than 50% students with marks above 60%  and approximately 10,000 with more than 80% marks have joined School of Open Learning in 2015-16.


The new initiatives such as development of Software for individual student/faculty/administration Dashboards with integrated Learning/assessment and Management (SOLILMS) will not only initiate the development of pedagogy for learning and continuous assessment on Tablets/Phablets but increase the efficiency, speed and transparency in services and management in School of Open Learning, Delhi University.


We have taken lead role in flipping the skilled courses being run at Campus of Open Learning soon to be blended with online learning in form MOOCS and strengthening ‘Just in time education’ for SOL students so as to bring them a part of Digital India and Make in India concept.
